Workday to ServiceNow, JSM or Freshservice: automating joiner, mover and leaver tickets

Short answer

All three platforms have an official, vendor-documented Workday integration, but they cover different parts of the joiner-mover-leaver (JML) lifecycle. ServiceNow uses the Workday HR spoke, which needs an Integration Hub subscription, and ships webhook-driven subflows for creating users on hire, leave of absence and deactivation, plus REST and report actions such as termination look-ups. Jira Service Management (Standard, Premium or Enterprise) has a native Automation trigger, Worker added or updated in Workday, and Atlassian's setup subscribes it to the Hire event; movers and leavers need extra work, typically a scheduled Workday report pulled with the Send custom Workday request action. Freshservice has a Freshworks-built Workday Connector App (Pro and Enterprise plans only) with ready-made onboarding, offboarding and user-sync recipes, billed by connector task. If you already run ServiceNow with Integration Hub, use the spoke. If you run JSM and mostly need joiners, the native trigger is the cheapest path. If you want the most complete out-of-the-box JML recipes on a mid-market tool, Freshservice Pro is the shortest route. Workday, ServiceNow and Integration Hub are quote-only; we do not estimate them.

Who this guide is for

This guide is for IT, HR technology and service desk leads at companies that run Workday as their HR system of record and want new hires, internal transfers and terminations to create the right IT work automatically, in ServiceNow, Jira Service Management (JSM) or Freshservice. It is written for the people who will actually build it: the Workday integration owner, the ITSM platform admin and the identity or security lead who cares about leavers.

We only describe official connectors and APIs: what Workday, ServiceNow, Atlassian and Freshworks document themselves. Sources, all checked on Nov 7, 2026: the ServiceNow Workday HR spoke documentation, the ServiceNow guide to Workday HR spoke webhooks, the ServiceNow guide to configuring the Workday REST API, the HR Service Delivery Integration with Workday documentation, Atlassian's Atlassian "Use Workday with Automation" documentation and Atlassian journey trigger documentation, Freshworks' Freshservice Integration with Workday support article and Workday Connector App listing, and Workday's Workday developer documentation on integration setup and Workday Integration Cloud datasheet. Opinions on design and fit are ours, from building JML flows, and are labelled as such.

No prices for Workday, ServiceNow or Integration Hub

Workday and ServiceNow are quote-only, and the ServiceNow Workday HR spoke requires an Integration Hub subscription, which is also quoted. We do not estimate any of them. Where a vendor publishes a list price (Atlassian, Freshworks), we quote it in USD and GBP with the date we checked it.

What a joiner, mover or leaver ticket actually needs

Before choosing a connector, be clear about what the ITSM tool must receive. In our experience most failed JML projects did not fail on the API. They failed because nobody agreed which Workday event means "start the work", which fields are trustworthy on that date, and who owns the exceptions.

Lifecycle eventTypical Workday business processWhat IT needs in the ticketWhen IT needs it
JoinerHire (employee) or contract contingent workerLegal and preferred name, start date, location, department, job profile or title, manager, worker type, work email if already generatedFar enough ahead of the start date to order and ship hardware
MoverJob change, transfer, location or manager changeOld and new department, job profile, manager, location and cost centre, effective dateBefore the effective date for access changes; after it for removals
LeaverTermination (voluntary or involuntary), end of contingent contractTermination date and time zone, manager, asset list, whether the exit is sensitiveOn the termination date and time, sometimes immediately for sensitive exits
Leave and returnLeave of absence, return from leaveLeave start and expected return, whether access should be suspendedPer your policy; often a suspension rather than a removal

Three design facts apply whichever ITSM tool you pick:

  • Workday events are effective-dated. A hire entered today may take effect in six weeks. Your flow must store the effective date and schedule work against it, not against the time the event arrived.
  • Events can be corrected, rescinded or cancelled. Atlassian's documentation, for example, lists worker statuses of Completed, Corrected, Canceled, Rescinded, Denied and Manually advanced for its Workday trigger. A rescinded hire must cancel the onboarding ticket and any ordered kit.
  • The ITSM tool is the work tracker, not the identity system. Many organisations provision accounts from their identity provider. The ticket coordinates the human work (hardware, desk, approvals, application access the IdP cannot grant) and records evidence for audit.

Our read: ServiceNow has the broadest Workday surface area, JSM has the simplest and cheapest joiner path, and Freshservice has the most complete packaged JML recipes for a mid-market tool. None of them removes the need for Workday-side configuration, which is where most of the effort sits.

The Workday side: what you configure regardless of ITSM tool

Every option starts in Workday. Workday's own developer documentation describes the integration technologies available: inbound and outbound Enterprise Interface Builder (EIB), template-based integrations and connectors (including Core Connectors), Orchestrate for Integrations, Workday Studio, the SOAP-based Workday Web Services (WWS) API, REST APIs and Report-as-a-Service (RaaS). For JML into an ITSM tool, the vendor connectors above rely on a small subset of these.

Workday componentWhat it is (per Workday docs)Where it shows up in JML
Integration System User (ISU)A dedicated account for integrations, not tied to a real employeeServiceNow spoke setup, Atlassian (recommended) and Freshworks partner guidance all use one
Integration security group and domain permissionsGrants the ISU access to specific data domainsEach vendor lists the domains it needs, for example Worker Data: Current Staffing Information for JSM, Worker Job Data and Worker Contact Data for Freshservice
API client (OAuth 2.0)Registered with the Register API Client taskRequired for REST and RaaS access by all three tools
Integration system with event subscriptionsSends outbound notifications when chosen transaction types completeHow JSM receives Hire events; how ServiceNow webhooks are fed
Custom report enabled as a web service (RaaS)A report you design in the Workday UI, exposed as an APIBest way to get exactly the mover or leaver population you need on a schedule

Practical rules we apply on the Workday side

  • One ISU per integration system, with the narrowest domain permissions that work. Freshworks' partner guidance and Atlassian both recommend ISUs rather than personal accounts, because a personal account breaks the integration when that person changes role or leaves.
  • Design the RaaS report first. Agree the columns IT needs (see the table above), test it in a sandbox tenant and only then wire the ITSM side.
  • Decide which transaction types count as joiner, mover and leaver events in your tenant. Workday administrators name and configure business processes differently, and Freshworks explicitly tells customers to get the exact transaction names from their Workday administrator.
  • Record the tenant time zone. ServiceNow's HRSD integration documentation requires the Workday tenant time zone field even if you do not use worker profile sync; Freshservice asks for it at install too.

ServiceNow: the Workday HR spoke

ServiceNow's documented route is the Workday HR spoke in Integration Hub. Per the ServiceNow Workday HR spoke documentation, the spoke is built by Bristlecone, Inc., requires an Integration Hub subscription, and uses both the Workday SOAP API and the REST API. Workday-side prerequisites include registering an ISU (with UI sessions disallowed) and a security group with the required domain permissions.

What the spoke gives you for JML

Spoke componentWhat ServiceNow documentsJML use
Create User subflow + CreateUser webhookCreates a user in ServiceNow when the user is onboarded in Workday; set up via a Workday Webhook Registry recordJoiner: create the sys_user record, then trigger your onboarding order guide or flow
Leave of absence subflow + webhookRetrieves leave of absence details using the LeaveofAbsence webhookLeave and return handling
Deactivate User subflow + webhookListed as deactivating a user via the Workday Deactivate User webhookLeaver: drive offboarding tasks and account deactivation
REST and RaaS actionsIncludes Download Workday RAAS CSV, Look up Termination Details, Look up Worker Job History Report, Look up using WQL Stream and moreMover detection and leaver detail enrichment
HR Service Delivery Integration with Workday (Store app)Synchronises worker profiles and pulls Workday tasks into Employee Center; activates the spoke automaticallyOnly if you also run HRSD

The webhook setup is documented step by step in the ServiceNow guide to Workday HR spoke webhooks: create a Workday Webhook Registry record per event (for example CreateUser), generate the credentials ServiceNow will accept, then configure Workday to call the callback URL with those credentials. REST actions need an OAuth client registered in Workday and an OAuth provider and connection configured in ServiceNow, as described in the ServiceNow guide to configuring the Workday REST API.

How we build JML on ServiceNow

  • Joiner: Create User subflow creates or updates the user; a Flow Designer flow then submits an onboarding order guide with catalog tasks for hardware, accounts and facilities, scheduled from the Workday start date.
  • Mover: there is no packaged "transfer" subflow, so we run a scheduled flow that downloads a RaaS report of job changes with effective dates, compares old and new values, and raises a mover request only when something IT cares about changed (department, location, manager, job profile).
  • Leaver: Deactivate User webhook or a scheduled termination report raises an offboarding request with tasks for asset recovery, access removal and mailbox handling, timed to the termination date in the right time zone.

ServiceNow ITSM alone vs HR Service Delivery

You do not need HR Service Delivery to use the spoke for IT onboarding. HRSD adds HR case management, worker profile sync and the Workday task inbox in Employee Center. If HR wants to own cases in ServiceNow, read our Workday vs ServiceNow HR Service Delivery guide first; if not, keep the scope to IT fulfilment.

Jira Service Management: Workday in Automation and Journeys

Atlassian added Workday as a native component in Jira Automation. Per the Atlassian "Use Workday with Automation" documentation, it is available to JSM Cloud customers on Standard, Premium or Enterprise, and a Jira admin connects it using a Workday API client.

ComponentWhat Atlassian documentsLimits worth knowing
Trigger: Worker added or updated in WorkdayRuns when a worker is added; setup creates an integration system in Workday subscribed to Hire - Hire Employee Event, with the Automation webhook URL and an Atlassian API token as the notification endpointAtlassian's instructions only cover the Hire transaction type. Worker statuses (Completed, Corrected, Canceled, Rescinded, Denied, Manually advanced) can filter the flow
Action: Retrieve worker details from WorkdayReturns worker fields such as names, department, location, business title, manager, hire date and work email as smart valuesNeeds a Workday ID, usually from the trigger
Action: Send custom Workday requestGET, POST, PUT or DELETE to Workday REST or RaaS endpointsJSON only; XML not supported; requests must finish in under 30 seconds; only workday.com and myworkday.com domains
JourneysA journey type can be triggered by Workday via an Automation flow, per Atlassian journey trigger documentationJourneys are where you model multi-team onboarding

How we build JML on JSM

  • Joiner: use the native trigger, retrieve worker details, and create the parent onboarding work item with a request type; let a journey create child work for IT, facilities and the manager. Filter out Rescinded and Canceled statuses, and add a branch that cancels open onboarding work if a later event rescinds the hire.
  • Mover: a scheduled Automation flow calls a RaaS report (JSON format) with the custom request action. Atlassian's own tip recommends RaaS for pulling only the data you need, for example workers starting in the next three months. Create a mover request per row where tracked fields changed.
  • Leaver: the same scheduled pattern with a termination report, creating offboarding work items timed to the termination date. Sensitive exits should not wait for a schedule; give HR a restricted request type to raise them immediately.

Atlassian's published setup does not describe termination or transfer events for the native trigger, so we treat movers and leavers as report-driven builds on JSM. If Atlassian extends the trigger, the design gets simpler, but do not plan a go-live on an undocumented capability.

Freshservice: the Workday Connector App

Freshworks publishes a Workday Connector App, listed as "Verified by Freshworks" and "available for Pro & Enterprise plans only" on the Workday Connector App listing. The Freshservice Integration with Workday support article describes the scope: Workers and Contingent Workers, with these recipes:

RecipeWhat Freshworks says it does
Freshservice User SyncKeeps Freshservice requester data and Workday worker data in sync
Workday to Freshservice Journey Request OnboardingCreates and updates onboarding requests from new-hire information in Workday
Workday to Freshservice Journey Request OffboardingCreates and updates offboarding requests from employee data in Workday
Freshservice Journey Request Onboarding / Offboarding to WorkdayPushes new or updated journey requests from Freshservice back to Workday
Workday WidgetShows real-time Workday employee information on the ticket

Triggers are either a real-time new or updated business object (Workers or Contingent Workers) filtered by transaction type, or a scheduled report fetch using a custom JSON report when the right transaction types are not available or you need to restrict the data. The user-sync checklist explicitly allows limiting syncs to changes such as location or department, which is the closest thing to packaged mover handling in the three tools.

Connector tasks are the variable cost

Connector Apps consume tasks. On the Freshservice pricing page (checked Nov 7, 2026), Connector App Tasks are included on Pro and Enterprise with a one-time free credit of 500 tasks, then priced at $80 / £65 per 5,000 tasks, valid until the end of the billing cycle. The support article adds detail that matters for budgeting: enabling the Workday widget runs a one-time mapping that consumes roughly the number of employees multiplied by 3 tasks, and each widget look-up consumes 3 tasks. Run the recipes in test mode, as Freshworks recommends, and estimate monthly task use before go-live.

What it costs (checked Nov 7, 2026)

Only vendor list prices are shown. Workday, ServiceNow and Integration Hub are quote-only and are not estimated. Freshservice publishes official USD and GBP prices. Atlassian publishes USD only, so the GBP figures for JSM are indicative conversions.

Indicative GBP conversions use the Bank of England daily spot rate (series XUDLUSS) of US$1.3476 per £1 for 5 Nov 2026, the latest published when we checked on Nov 7, 2026. They are not official UK prices; the vendor does not publish a GBP list price, and your invoice currency, rate and VAT treatment may differ. Atlassian pricing is progressive, so the per-agent figure changes with your agent count and billing period. Prices exclude VAT and other taxes.

A worked example on list prices only: 10 Freshservice Pro agents on annual billing is 10 × $99 × 12 = $11,880 a year, or 10 × £79 × 12 = £9,480 a year on the official UK price, before connector task top-ups. We do not show a JSM figure for 10 agents because Atlassian's calculator price at 10 agents is not the 75-agent figure above; run Atlassian's calculator for your count.

Design rules that prevent JML incidents

Our JML build checklist

  • Agree one owner for the mapping between Workday transaction types and ITSM request types, and document it.
  • Store the effective date on every ticket and schedule tasks from it; never assume "event received = start today".
  • Handle Corrected, Rescinded and Canceled events: update or cancel the open ticket, and tell procurement.
  • Make every flow idempotent: the same Workday event delivered twice must not create two onboarding tickets. Key on Workday ID plus event or effective date.
  • Treat contingent workers explicitly. Freshservice's connector covers Contingent Workers as a separate object; in JSM and ServiceNow make sure your report or webhook includes them if you want them.
  • Keep sensitive terminations out of scheduled batches. Give HR a restricted, immediate path.
  • Log every integration run and alert on failures. Freshservice provides failed-job views per recipe; in ServiceNow and JSM, use flow execution and Automation audit logs.
  • Test in a Workday sandbox tenant against a non-production ITSM instance before go-live.

Movers are where we see the most noise. A transfer often changes several fields at once, and some changes (cost centre) mean nothing to IT. Filter on the handful of fields that change access, and route everything else to a weekly report rather than a ticket.

Best for, and wrong choice when

ServiceNow Workday HR spoke: best for

Organisations already on ServiceNow with Integration Hub, especially if HR also uses HR Service Delivery. You get webhooks for create, leave and deactivate, plus REST and report actions for movers and terminations.

ServiceNow: wrong choice when

You would be buying ServiceNow or Integration Hub just for this. The spoke is a reason to stay on ServiceNow, not a reason to move to it.

JSM Workday automation: best for

JSM Cloud teams on Standard or above who mainly need reliable joiner tickets and can build report-driven mover and leaver flows. No separate connector fee is documented.

JSM: wrong choice when

You need packaged leaver automation on day one, or your Workday team cannot provide JSON RaaS reports. The custom request action does not support XML.

Freshservice Workday Connector App: best for

Mid-market IT teams on Freshservice Pro or Enterprise that want ready-made onboarding, offboarding and user-sync recipes, including contingent workers.

Freshservice: wrong choice when

You are on Starter or Growth and do not want to move to Pro, or your volume of worker changes and widget look-ups would make task top-ups unpredictable.

A phased rollout that works

  • Phase 1, discovery: agree the JML event map, fields and owners with HR; design the RaaS reports; set up the ISU, security group and API client in a Workday sandbox.
  • Phase 2, joiners: go live with joiner tickets only, with rescind handling. Measure how many hires arrive with complete data before the start date.
  • Phase 3, leavers: add termination-driven offboarding, including the immediate path for sensitive exits. Reconcile against HR's leaver list for the first cycles.
  • Phase 4, movers: add mover requests last, filtered to access-relevant field changes.
  • Phase 5, write-back and reporting: push status back to Workday where your tool supports it, and report on time-to-ready for new hires and time-to-revoke for leavers.

Moving ITSM platform at the same time? Do not combine a platform migration with a new Workday integration in one cutover. Finish the move first (our ServiceNow to Freshservice and ServiceNow to JSM migration guides cover the sequencing), then add JML.

Frequently asked questions

Does ServiceNow have an official Workday integration for onboarding?

Yes. The Workday HR spoke in Integration Hub, built by Bristlecone, Inc. per ServiceNow's documentation, includes a Create User subflow driven by a CreateUser webhook, plus leave of absence and deactivation subflows and REST and report actions. It requires an Integration Hub subscription, which is quote-only.

Can Jira Service Management create onboarding tickets from Workday?

Yes. JSM Cloud Standard, Premium and Enterprise include a Workday trigger in Automation called Worker added or updated in Workday. Atlassian's setup subscribes it to the Hire - Hire Employee Event, and the Retrieve worker details action populates the request. Movers and leavers need a report-driven flow using the Send custom Workday request action.

Which Freshservice plan do I need for the Workday connector?

Pro or Enterprise. On Nov 7, 2026 the Freshservice pricing page listed Pro at $99 per agent per month billed annually ($119 monthly), or £79 annually (£95 monthly) on the official UK price. Enterprise is contact-sales. Connector tasks beyond the one-time 500 free cost $80 or £65 per 5,000.

How much does the ServiceNow or Workday side cost?

Both are quote-only, and the ServiceNow Workday HR spoke also needs an Integration Hub subscription. We do not publish estimates; get them in writing from each vendor or your reseller.

Why are the JSM GBP prices labelled indicative?

Atlassian publishes Service Collection prices in USD. We convert at the Bank of England spot rate of US$1.3476 per £1 for 5 Nov 2026, giving about £15.95 for Standard and £41.02 for Premium per agent per month at 75 agents. These are not official UK prices.

Should the ITSM tool create user accounts directly?

Usually not. Most organisations provision core accounts through their identity provider. Use the ITSM ticket to coordinate hardware, approvals and application access the identity provider cannot grant, and to keep evidence for audit.

What breaks most often in Workday JML integrations?

Effective dates, rescinded hires, duplicate events and missing contingent workers. Build idempotent flows keyed on Workday ID and event, schedule work from the effective date, and test rescind and correction paths before go-live.

Wiring Workday into your service desk?

We design the Workday security, event subscriptions and ITSM workflows together, so joiners get kit on day one and leavers lose access on time.

We'll get back to you shortly. We use your details only to reply to this request.
