Workday HR service delivery vs ServiceNow HR Service Delivery: who should own HR cases

Short answer

If Workday is your HR system of record and your HR service needs are mostly HR questions and HR-only cases, Workday's own HR service delivery (Workday Help: case management plus knowledge management) keeps cases next to the worker data and business processes, with no integration to build. Choose ServiceNow HR Service Delivery when HR service is part of a cross-department employee service model: onboarding, leave and exits that span HR, IT and facilities, one employee portal for every department, and a platform team that already runs ServiceNow for IT. ServiceNow documents a Workday integration that syncs worker profiles and pulls Workday tasks into its Employee Center, so the two are not mutually exclusive; the real question is which system owns the case record. Pick one owner. Running HR cases in both is the most expensive outcome. Both vendors price by quote only, so get comparable quotes rather than relying on anyone's estimates.

The real question: who owns the HR case

Most companies that ask us about Workday versus ServiceNow for HR service delivery already own Workday HCM. Many also own ServiceNow for IT. The question is not which product is better in the abstract; it is which platform should own the HR case record, the knowledge articles and the employee journeys, and how the other one fits around it.

Getting this wrong is expensive in a specific way. If HR cases live in two places, HR teams work two queues, reporting never reconciles, confidential cases leak across tools, and employees do not know where to ask. We have seen organisations pay for both products and use neither fully. This guide is designed to help you pick one owner and design the integration around it.

All capability statements here come from vendor documentation and product pages, checked on Nov 1, 2026: Workday's Workday HR Service Delivery product page, its Workday Help overview and case management setup considerations documentation; ServiceNow's ServiceNow HRSD packages page, its HR Service Delivery overview and its HR Service Delivery Integration with Workday documentation. Neither vendor publishes prices for these products, so this article gives no price estimates.

What each product is

Workday: Workday Help

Workday's documentation describes Workday Help as including Case Management and Knowledge Management. Employees create cases in the Workday Help Center; case solvers triage, manage and resolve cases in a Help Case Workspace; and knowledge articles are surfaced to targeted audiences through Workday search and Workday Assistant. Workday markets this as HR Service Delivery, with key capabilities listed as personalised employee self-service, Microsoft Teams and Slack integrations, confidential case handling, automated response templates, AI drafting and translation of articles, an automated case lifecycle and bulk content upload. The product page also describes a Workday Case Agent for automatic assignment and classification, AI-generated summaries and suggested responses.

ServiceNow: HR Service Delivery (HRSD)

ServiceNow's documentation describes HR Service Delivery as automating HR interactions on a single platform for all HR services, with applications including Case and Knowledge Management, Employee Center (a single portal for information, services and help) and lifecycle events that automate onboarding and other events spanning multiple departments. Its packages page lists three packages:

ServiceNow HRSD packageWhat the packages page lists
HR FoundationAI Agents for HR, Moveworks for HR, AI Control Tower, Case and Knowledge Management, Employee Center Pro, Talent (Hiring and Growth)

Limits worth knowing (Workday documentation)

  • A case can be assigned to only one case solver at a time.
  • Service Center Representatives cannot access case management.
  • Case owners cannot reopen cases by default; an optional setting allows reopening within 7 days of resolution.
  • Implementers can bulk-migrate cases from an existing HR system, but only active cases, and custom tags are not preserved (notes and comments are).
  • Workday notes you might need additional steps to enable the feature depending on your subscription agreement, so confirm entitlement with your Workday account team.

Limits worth knowing (ServiceNow documentation)

  • Capabilities differ materially by package; Employee Journey Management sits in HR Advanced, not Foundation.
  • Sensitive cases rely on configuration: ServiceNow documents HR profile and HR case security roles and separate Employee Relations case restrictions that control which groups can restrict and view employee relations cases.
  • Worker data comes from your HR system through integration. ServiceNow's Workday integration is a ServiceNow Store application built by Bristlecone that depends on the Workday HR Spoke.

How they work together

ServiceNow documents an HR Service Delivery Integration with Workday that can synchronise worker profiles from Workday into ServiceNow and pull Workday tasks into ServiceNow so employees see their to-dos in one place, Employee Center. Its scheduled flow can pull departments, locations, job profiles, worker profiles (including effective and future worker profiles) and to-dos, with full or incremental pulls.

This is the architecture most dual-vendor companies end up with: Workday stays the system of record for people, positions and HR transactions, and ServiceNow owns the case, the portal and the cross-department journey. The opposite pattern also works: Workday owns HR cases, and IT cases stay in ServiceNow, with Workday Help's external links routing IT questions to the IT service provider, which Workday's documentation explicitly suggests as part of an external services audit.

Best for

Workday Help

Organisations where Workday is the HR system of record, HR service is largely HR-only, the HR systems team wants to own its service desk, and there is no ServiceNow platform team. Also a strong fit when you want cases created directly from Workday business processes.

ServiceNow HRSD

Organisations running ServiceNow for IT that want one employee service model, cross-department onboarding and offboarding, a single portal, and enterprise reporting across HR, IT and workplace services.

Wrong choice when

Workday Help

You need one employee portal and journey engine for HR, IT, facilities and legal, or your onboarding depends on many IT provisioning tasks that live elsewhere.

ServiceNow HRSD

You have no ServiceNow platform team and no plan to build one, HR wants full ownership of its tooling, and HR service is mostly answering policy and pay questions that Workday already holds the data for.

Three scenarios and what we would recommend

These are illustrative profiles, not customer case studies. They show how the decision framework plays out in practice.

Scenario A: 1,500 employees, Workday HCM, IT on Freshservice

HR receives mostly policy, pay and benefits questions. Onboarding involves IT provisioning, but IT already handles that through its own service desk, triggered by a new-hire notification. There is no ServiceNow in the company. Our recommendation: Workday Help. The data employees ask about already lives in Workday, HR can own the tool, and buying ServiceNow only for HR would mean standing up a platform team for one department. Use Workday Help's external links to send IT questions to the IT desk.

Scenario B: 8,000 employees, Workday HCM, ServiceNow for IT and facilities

The company wants one employee portal. Onboarding has many cross-team tasks: laptop, access, desk, badge, payroll setup, training. Leadership wants one view of employee service across departments. A ServiceNow platform team exists. Our recommendation: ServiceNow HRSD as case owner, with the Workday integration syncing worker profiles and pulling Workday tasks into Employee Center. Workday stays the system of record for HR transactions.

Scenario C: 4,000 employees, both products already licensed, cases in both

This is the split pattern, usually inherited from separate HR and IT buying decisions. Employees raise HR questions in two places and reporting does not reconcile. Our recommendation: pick one owner within one budget cycle. Use the decision framework above, then migrate active cases to the chosen tool, archive the rest, redirect all entry points, and stop paying for the unused capability at renewal.

Questions to ask each vendor before you sign

  • Which exact licence or package do we need for case management, knowledge, the employee portal and journeys, and what is the pricing metric?
  • What do we already own under our current subscription, and what needs a new order?
  • How are confidential and employee relations cases secured, and who can see them, including administrators?
  • Which channels (Teams, Slack, email, mobile) are included, and which need extra licences?
  • What AI features are included in our package, and what consumption limits apply?
  • How do we export all case data, attachments and audit history if we leave?

Licensing and commercial points

Neither Workday nor ServiceNow publishes prices for these products, and we do not estimate them. What you can control is how you compare quotes:

  • Ask each vendor what metric the price uses (for example employees, workers or fulfillers) and how it scales.
  • For ServiceNow, confirm which package you need. Many journey requirements sit in HR Advanced, not HR Foundation.
  • For Workday, confirm what your existing subscription already includes for Workday Help; Workday's own documentation notes that enablement depends on your subscription agreement.
  • Include integration build and run costs. A ServiceNow-centric model needs the Workday integration configured and maintained; a Workday-centric model may need links or integrations to your IT service desk.
  • Price the people. Workday Help is usually run by the HR systems team; ServiceNow HRSD by a platform team. Neither is free.

If you are comparing ServiceNow with other ITSM platforms for the IT side of the same programme, our BMC Helix vs ServiceNow and Freshservice vs JSM vs ServiceNow guides cover how ServiceNow's IT products are packaged and priced.

Pitfalls we see in HR service delivery projects

The tool decision gets most of the attention, but HR service delivery projects usually struggle for reasons that have little to do with Workday or ServiceNow.

  • Launching cases before content. If employees open the portal and find no answers, they raise cases for everything, and HR concludes the tool increased its workload. Write the top articles for your highest-volume questions before go-live.
  • Copying the IT model wholesale. HR cases are often confidential, emotionally loaded and tied to pay or employment status. Categories, SLAs and notifications designed for password resets do not fit an employee relations investigation. Design confidentiality levels with HR and legal, not just the platform team.
  • Too many categories. Long category trees confuse employees and break routing. Start with a short list of categories that match how HR teams are organised, and let reporting tell you where to split.
  • Ignoring managers. Many HR requests come from people managers acting for their teams. Workday documents case creation on behalf of others; whichever platform you choose, make sure the security model and the portal experience work for managers, not only for individual employees.
  • Leaving integration ownership vague. In a two-vendor model, someone must own the Workday-to-ServiceNow integration, its error handling and its upgrades. Name that owner before go-live.
  • Turning on AI too early. Case classification, summaries and suggested replies depend on clean categories and good knowledge. Switch them on after the first few months of clean data, then measure deflection and handling time against your own baseline.

None of these depend on which vendor you choose, which is exactly why they are worth fixing in the plan before the contract is signed.

Rollout plan, whichever you choose

Phase 1: decide and design (4 to 6 weeks)

  • Inventory HR request types by volume, confidentiality and whether they need other teams.
  • Decide the case owner and the portal; document the integration pattern.
  • Design service teams, routing, SLAs and confidentiality levels.

Phase 2: knowledge and core cases

  • Write or migrate the top HR articles first; deflection depends on content, not tooling.
  • Launch case management for the highest-volume HR categories.
  • If migrating from another tool, remember Workday Help imports only active cases; archive closed history elsewhere.

Phase 3: journeys and channels

  • Add onboarding, leave and exit journeys.
  • Enable Teams or Slack channels employees already use.
  • Turn on AI features after the knowledge base and categories are clean, then measure.

Frequently asked questions

Does Workday have HR case management?

Yes. Workday Help includes Case Management and Knowledge Management. Employees create cases in the Workday Help Center or through channels such as Workday Assistant, Slack, Microsoft Teams and email, and case solvers work them in a Help Case Workspace.

Can ServiceNow HRSD integrate with Workday?

Yes. ServiceNow documents an HR Service Delivery Integration with Workday, available from the ServiceNow Store, that synchronises worker profiles from Workday and pulls Workday tasks into Employee Center.

How much does ServiceNow HRSD cost?

ServiceNow does not publish HRSD prices. Its packages page lists HR Foundation, HR Advanced and HR Prime, and pricing is by quote.

How much does Workday Help cost?

Workday does not publish prices. Its documentation notes that enabling the feature may depend on your subscription agreement, so ask your Workday account team what you already own.

Should HR cases live in Workday or ServiceNow?

Pick one owner. Choose Workday Help when HR service is mostly HR-only and Workday is your system of record. Choose ServiceNow HRSD when employee service spans HR, IT and facilities and you already run ServiceNow.

Can I migrate historical HR cases into Workday Help?

Workday's documentation says implementers can bulk-migrate cases from an existing HR system, but only active cases, and custom tags are not preserved.
