ManageEngine ServiceDesk Plus vs Freshservice vs HaloITSM for mid-market IT

Short answer

For a mid-market IT team of roughly 10 to 50 agents, all three are credible, and the deciding question is usually where the system has to run and how you want to pay. ManageEngine ServiceDesk Plus is the only one of the three that is sold with published prices for both cloud and on-premises, priced by technician plus managed IT assets, with a free Standard edition for up to five technicians; it suits cost-conscious teams, especially in India and other regions where on-prem or data residency matters, and teams that want ITSM and asset management in one box. Freshservice is SaaS only, the quickest to roll out and the easiest for a lean team to administer, priced per agent in four plans ($19, $49 and $99 per agent per month billed annually, plus a custom Enterprise plan, checked on Nov 1, 2026); it is the safe default when you want to be live in weeks and do not need on-prem. HaloITSM sells one all-inclusive per-agent licence (the UK figure on its pricing calculator was £66 per agent per month billed annually on Nov 1, 2026) with cloud, private cloud and on-premises options; it suits teams that want deep configurability, ITSM plus ESM in one licence, and UK or EU style procurement, and it rewards a team with a confident administrator.

Who this comparison is for

This guide is for IT leaders in companies of roughly 200 to 3,000 employees running a service desk of about 10 to 50 agents. You have outgrown a shared mailbox or a basic help desk, you want proper incident, request, problem and change management, probably a CMDB and asset management, and you do not want to fund an enterprise platform programme. ServiceNow is either out of budget or out of proportion for you.

Three tools come up again and again in that segment, especially outside the United States: ManageEngine ServiceDesk Plus (from Zoho Corporation's ManageEngine division), Freshservice (from Freshworks) and HaloITSM (from Halo, a UK vendor). They overlap heavily on features. They differ sharply on deployment model, licensing and how much administration they expect from you, and those differences decide most evaluations we run.

A note on method. Prices in this article come only from each vendor's own pricing page, checked on Nov 1, 2026. Where a page does not show a clear price for a scenario, we say so rather than estimate. Feature statements come from vendor product and documentation pages. Opinions about fit, admin effort and rollout are ours, from implementing and running service desks, and are labelled as such.

The quick verdict by scenario

If your situation is…Pick firstWhy
You must run on-premises or in your own data centre, and want a published priceServiceDesk PlusPublished cloud and on-prem pricing; free Standard edition up to five technicians
You want to be live in weeks with a small admin team, and SaaS is fineFreshserviceSimplest admin model of the three; clear per-agent plans
You want every module (ITSM, ESM, projects, CSM) in one licence and deep configurationHaloITSMOne price, no tiers or add-ons, with cloud, private cloud and on-prem options
Your budget is very tight and you have fewer than five techniciansServiceDesk PlusStandard edition is free up to five technicians
You need asset management tightly coupled to the service deskServiceDesk Plus or FreshserviceBoth package ITAM with the desk; HaloITSM includes CMDB in its single licence too
Shift-based or 24/7 team where many agents log in at different timesHaloITSMOffers concurrent licences at the same per-agent price as named licences

None of these is a wrong choice for a typical mid-market desk. The wrong choice is the one whose deployment and licensing model fights your constraints: buying a SaaS-only tool when your regulator or customer contracts require on-prem, or buying a highly configurable tool when you have no one to configure it.

On-prem vs SaaS: the question that settles most shortlists

For many buyers in India, the Middle East and parts of the EU, deployment is not a preference, it is a requirement written into a customer contract, a regulator's guidance or an internal security policy. This is where the three tools separate most clearly.

ManageEngine's ServiceDesk Plus pricing page states that ServiceDesk Plus is available in both cloud and on-premises deployments, and it publishes prices for both. Halo lists Halo Cloud, Private Cloud and On-Premise as deployment options on its Halo ITSM product page, and its on-premise prerequisites guide describes a Windows Server and SQL Server footprint. Freshservice is a cloud service only.

Our view

  • If on-prem is a hard requirement, Freshservice is out, and the choice is between ServiceDesk Plus and HaloITSM. ServiceDesk Plus is the more common choice where budget leads; HaloITSM where configurability and an all-in licence lead.
  • If you are choosing on-prem because of a vague feeling that it is safer, test that assumption. On-prem moves patching, backups, upgrades, high availability and database administration onto your team. For a 15-agent desk, that is a real cost that rarely appears in the comparison spreadsheet.
  • If data residency is the real concern, ask each SaaS vendor which hosting regions are available for your plan and get it in the contract. That often satisfies the requirement without taking on server operations.

Licensing and published pricing (checked on Nov 1, 2026)

The three vendors use three different licensing models, which is why their headline prices cannot be compared directly.

ManageEngine ServiceDesk Plus: per technician, plus IT assets

ServiceDesk Plus has three editions: Standard (IT service desk), Professional (service desk plus IT asset management) and Enterprise (the full ITSM package with change, problem, projects, ITAM and CMDB). Standard is priced by technicians; Professional and Enterprise also factor in the number of IT assets managed. There is no charge for end users. The pricing page says AI capabilities are available across all editions at no extra cost, with Zia Agents included in Enterprise.

Professional$645 per year for 2 technicians and 250 assets$495 per year for 2 technicians and 250 IT assets
Enterprise$1,595 per year for 2 technicians and 250 assets$1,195 per year for 2 technicians and 250 IT assets per technician

Source: ServiceDesk Plus pricing page, checked on Nov 1, 2026; the page itself notes the prices are current as of September 2026 and subject to change. The on-premises price grid on the same page lists larger bundles too, for example 20 technicians with 500 IT assets (1,000 for Enterprise) at $2,395 for Standard, $4,545 for Professional and $10,795 for Enterprise. Standard and Professional can buy modules such as service catalog, problem, and change and release management as add-ons; Enterprise includes them.

Regional pricing. ManageEngine runs regional versions of the page. The India pricing page we checked on Nov 1, 2026 showed the same US dollar figures, and ManageEngine also sells through local partners. If you are buying in India or elsewhere outside the US, ask ManageEngine or a local partner for a quote in your currency with taxes shown; do not assume the US dollar list is what you will be invoiced.

Freshservice: per agent, four plans

Freshservice planPrice (per agent per month, billed annually)Notable inclusions
Starter$19Incident, knowledge, task management, support portal
Growth$49Adds service catalog, SLA management, on-call, cloud management
Pro$99Adds problem, change, major incident, release and workload management, employee journeys
EnterpriseCustom (contact sales)Adds sandbox, audit logs, Freddy AI Agent (Classic), Freddy AI Insights

Source: Freshservice pricing page, checked on Nov 1, 2026. Freddy AI Copilot is listed as an add-on at $29 per agent per month on Pro and Enterprise. Asset management is licensed separately in Asset Units, sold in packs of 500. Occasional agents can be covered with day passes, which the page says start from $3.

HaloITSM: one licence, every module

Halo's HaloITSM pricing page describes one platform at one price per agent with no tiers, editions or add-ons; ITSM, ESM (including HR, finance and facilities), customer service, projects and reporting are all in the one licence, and end users are free. It offers named and concurrent licences at the same per-agent price. On Nov 1, 2026, the pricing calculator with the UK region and a named licence showed £66 per agent per month, billed annually. The calculator also offers Middle East and Africa (US$), Asia Pacific (US$) and India (₹) regions; we did not capture those figures, so check the page for your region. The page also describes a fixed-fee enterprise package for large organisations and a 15% discount for charities and not-for-profits.

How to compare these honestly

Do not compare $19 against £66. Freshservice Starter has no SLA management, service catalog, problem or change; HaloITSM includes everything; ServiceDesk Plus Standard has no IT asset management. Price the edition that actually covers your process scope, then add asset licensing (Freshservice Asset Units, ServiceDesk Plus asset counts), AI add-ons and implementation.

A worked example: 20 agents with full ITSM

Here is what the published list prices imply for one common scenario: 20 agents who need incident, request, problem and change management plus a CMDB. These are list figures only, before any discount, tax, implementation, asset add-ons or currency effects, and they are arithmetic on the published numbers above, not quotes.

Tool and editionBasisPublished annual figure
Freshservice Pro20 agents × $99 × 12 months$23,760, plus Asset Units if you manage assets in Freshservice
HaloITSM (UK, named)20 agents × £66 × 12 months£15,840; other regions priced differently
ServiceDesk Plus Enterprise, on-premPublished bundle: 20 technicians, 1,000 IT assets$10,795, plus your own server, database and admin costs
ServiceDesk Plus Enterprise, cloudNot shown for this bundle in the text we checkedUse the calculator on the pricing page or request a quote

Two things stand out. First, ServiceDesk Plus is the lowest list price in this scenario, but the on-prem figure excludes the infrastructure and people you need to run it. Second, HaloITSM's single price includes ESM and project modules you would pay more for elsewhere; if you plan to put HR or facilities on the same platform, that changes the comparison. Rebuild this table with your own agent count, asset count and modules before drawing conclusions.

Sources: each vendor's pricing page, checked on Nov 1, 2026. The table describes what is packaged where, not quality. In our experience the quality gaps that matter are in usability and admin effort rather than in whether a checkbox exists.

Usability and admin effort (our view)

  • Freshservice is the easiest to administer. Most configuration is point and click, and a single IT admin can run it part-time for a 20-agent desk. The trade-off is that unusual processes sometimes need workarounds rather than configuration.
  • HaloITSM exposes a great deal of configuration. Teams with a strong admin love it; teams without one can end up with a sprawling setup. Budget time for design up front.
  • ServiceDesk Plus sits in between. It is feature-rich and ITIL-shaped; the interface is denser than Freshservice. On-prem adds server work on top of application admin.

Best for, and wrong choice when

ManageEngine ServiceDesk Plus

Best for

Cost-conscious mid-market IT teams; organisations that need on-prem or want the option; teams that want ITSM and asset management from one vendor; teams already using other ManageEngine tools for endpoint, AD or monitoring.

Wrong choice when

You have no capacity to run servers and still pick on-prem; you want the lightest possible admin experience; you expect to extend heavily into non-IT departments with complex workflows and want everything in one licence.

Freshservice

Best for

Teams that want a modern SaaS service desk live in weeks; lean IT teams with one part-time admin; organisations already on Freshworks products; companies whose security policy is comfortable with SaaS.

Wrong choice when

On-prem is a hard requirement; you need problem and change but want to stay on a low tier (they are in Pro); you need very unusual workflows and data models.

HaloITSM

Best for

Teams that want ITSM, ESM, projects and customer service under one predictable licence; organisations with UK or EU procurement norms; shift-based desks that benefit from concurrent licensing; teams with a capable administrator.

Wrong choice when

You only need a basic help desk for a handful of agents (you would pay for modules you will not use); you have no one to own configuration; you need the cheapest possible entry point.

How to run the evaluation in three weeks

Week 1: define and shortlist

  • Write down your hard constraints: deployment model, data residency, SSO, integrations, languages.
  • List your top 15 processes and request types with real volumes.
  • Confirm which edition of each tool covers that scope, and request a quote in your currency.

Week 2: hands-on trials

  • ServiceDesk Plus and Freshservice offer free trials (30 days and 14 days respectively, per their pricing pages); ask Halo for a trial or guided proof of concept.
  • Configure the same five request types, two SLAs and one approval flow in each tool.
  • Have three agents and your admin score each tool on the same script.

Week 3: commercial and risk review

  • Model three-year cost including assets, AI add-ons, implementation and (for on-prem) infrastructure and admin time.
  • Check exit terms and data export for each vendor.
  • Talk to one reference customer of similar size in your region for each finalist.

If you are migrating from another tool

Most teams evaluating these three are leaving something: a legacy on-prem tool, a customer support desk being used for IT, or an enterprise platform that has become too expensive. Plan the migration as part of the decision, because migration effort differs more by your source system than by the target.

Whatever the source, migrate open tickets, users, assets and knowledge; archive closed history in a searchable store unless you have a clear reason to bring it across; and rebuild workflows in the new tool rather than copying old ones.

Frequently asked questions

Is ManageEngine ServiceDesk Plus cheaper than Freshservice?

On list price, often yes. ServiceDesk Plus Standard is free up to five technicians, and its published Enterprise bundles are lower than Freshservice Pro for the same agent count. But on-prem ServiceDesk Plus excludes server and admin costs, and the two tools package asset management differently, so compare a full three-year cost for your scope.

Can Freshservice be installed on-premises?

No. Freshservice is a cloud service only. If you need on-prem, look at ManageEngine ServiceDesk Plus or HaloITSM, both of which offer on-premises deployment.

How much does HaloITSM cost?

HaloITSM sells one per-agent licence that includes every module. On Nov 1, 2026 its pricing calculator showed £66 per agent per month, billed annually, for the UK region with a named licence. Other regions, including India and Asia Pacific, are priced separately on the same page.

Does ServiceDesk Plus have different prices in India?

ManageEngine runs a separate India pricing page; when we checked on Nov 1, 2026 it showed the same US dollar figures. ManageEngine also sells through local partners, so ask for a quote in rupees with GST shown before you budget.

Which is best for a 20-agent IT team?

If SaaS is fine and you want speed, Freshservice. If you need on-prem or the lowest list price, ServiceDesk Plus. If you want ITSM plus HR, facilities and projects in one licence and have a capable admin, HaloITSM.

Do any of these charge for end users?

No. All three license the people who work tickets (technicians or agents), not the employees who raise them.
